A charter township is a township that has been granted a charter, which allows it certain rights and responsibilities of home rule that are generally intermediary in scope between those of a city (a semi-autonomous jurisdiction in Michigan) and a village, which (unless it is a home-rule village) is subject to the authority of the township(s) in which it is located. With the charter, the municipality may develop any form of government that its voters approve. The charter allows the municipality to "fine-tune" its form of government, instead of adopting one of the prescribed plans. The charter has been used extensively in Ohio to enhance the home rule authority of municipalities. Charter township status is a special township classification created by the Michigan Legislature in 1947 to provide additional powers and streamlined administration for governing a growing community. A primary motivation for townships to adopt the charter form is to provide greater protection against annexation by a city.
